NeMeA Sistemi: geographic and territorial information systems
We’re not a start-up – we’re an innovative SME!
Twenty-three years is quite a long period to summarise in just a few sentences. We have selected a few key events and opportunities that we have seized – moments that have shaped us, changed us and guided us to the successes we enjoy today.
September 2002
Foundation
On 18 September 2002, it was founded NeMeA Sistemi. As is the case with many other companies, our first office in Sanremo, on Via Dante Alighieri, was practically just a storeroom – and a small one at that.
2002 - 2006
Utilities Companies
Our first client was, and still is, theAMAIE Spa Sanremo, a company that supplies electricity, water and street lighting to the town.
June 2006
Hydra®
Hydra® It is the first USV (Unmanned Surface Vessel) to have been entirely designed, engineered and manufactured in Italy, registered as Utility Model at the Ministry of Economic Development. A aquatic drone with the task of collecting data on sea depths without human intervention.
2007 - 2009
Public Authorities
In recent years, a number of ‘reuse’ projects have been carried out at national level; the one we are most looking forward to is SigmaTER, which involves the Liguria Region as the lead partner in the consortium. The time has now come for us to access land registry data in GIS coordinates, in near real time, and to use it for a range of smart applications that enable local authorities to streamline and better manage the many services they offer to citizens. To support this process effectively, we are developing vertical GIS applications which, over time, become a veritable ecosystem of support for public authorities: Certificates of Planning Designation (CDU) and then the management of house numbering and the ISTAT street directory.

Opening of the Alghero office
The most stimulating challenge – albeit a complex and demanding one – was precisely that of arriving in Sardinia at the right time, with the right people, and offering applications and services best suited to the needs of the local councils. SigmaTER was then about to be reused by the Region of Sardinia: we had all the tools, systems and expertise at our disposal to make a success of the venture. The choice of location therefore fell on Alghero, the town with the best internet connection, bathed all year round in the beautiful sunsets of Capo Caccia.

Membership of the DASS
The association at the DASS (Sardinian Aerospace District) It is a great opportunity, a unifying theme that could have enabled us to get to know other companies operating in the aerospace sector, and a direct link to expertise in different but complementary fields.
September 2016
The “Ventimiglia Legalità” and “Edilizia Spontanea” projects
By using COSMO-SkyMed data by ASI (Italian Space Agency) This opens up the possibility of analysing the local area and understanding phenomena that would otherwise go unnoticed: in the ‘Ventimiglia Legalità’ and ‘Edilizia Spontanea’ projects, the RADAR’s X-band is used to detect any man-made structures and cross-reference them with land registry data.

SardOS Project
SarOS, which stands for ‘Sardinia Observed from Space’, is the first project in Italy to combine data from RADAR/SAR satellites in the COSMO-SkyMed constellation with data acquired from Hydra®: the aim was to monitor the coastal zone and the first stretch of land, the most fragile area and the one most wonderfully teeming with life.
December 2019 – present
3xA®
To overcome the difficulties encountered in processing RADAR/SAR data in projects carried out in previous years, the following was developed: 3xA®, a cloud-based infrastructure utilising a convolutional neural network and deep learning for rapid analysis and the generation of RADAR change detection results. The Research and Development project is supported by the EIB (European Investment Bank).
August 2020 – present
Membership of ConfIndustria Centro Nord Sardegna
To give greater visibility to the issues and projects currently being carried out in Sardinia, we are joining forces with Italy’s leading trade association, Confindustria Central and Northern Sardinia which provides NeMeA with a high level of engagement and a significant boost towards dialogue with other companies and stakeholders.

As a testament to the company’s commitment and quality, NeMeA has, over the years, received several certifications which reinforce the trust that companies place in us as a reliable provider of technology solutions in the GIS and cloud sectors, helping to create a digital environment that is more secure and compliant with global standards:
- ISO 9001:2015 – Certifies that the Management System of NEMEA SISTEMI S.R.L. complies with the standard.
- ISO/IEC 27001:2013 – Certifies that the Information Security Management System of the organisation NEMEA SISTEMI S.R.L. complies with the standard.

Innovative SME
During the 2022 financial year, the company carried out research and development activities that led to the acquisition of new knowledge and capabilities, which were used to develop new products, processes or services and to bring about a significant improvement to existing ones: including through the acquisition, combination, structuring and application of existing scientific, technological and commercial knowledge and capabilities. As a result, with effect from 6 May 2022, NeMeA was registered in the special section of the Register of Innovative SMEs, a section established in 2015 under Article 4 of Decree-Law 3/2015, dedicated to SMEs that meet specific criteria and which “represent a significant group of businesses that contribute to the country’s innovative development”.
Expenditure on R&D activities accounts for more than 20 per cent of direct staff costs
The proportion of staff holding master’s degrees and specialist degrees in STEM subjects is 80 per cent of the total.
He is the holder of the utility model Hydra®: USV (Unmanned Surface Vessel), a fleet of aquatic drones designed to monitor the seabed and lake beds using GNSS and SONAR.
It holds the rights and industrial property rights to 3xA®: Deep Learning Artificial Intelligence Algorithms.

UNI PdR 125:2022 Gender Equality Certification
For a STEM company, obtaining the UNI PdR 125:2022 Gender Equality Certification It marks a shift away from the prevailing paradigm, which saw men dominating the technology sector. At NeMeA, however, we have always worked to promote a culture that is inclusive and respectful of women’s skills, combating stereotypes and discrimination, and recognising merit.

Award of the EcoMonitoring project
SPOKE 3 “Call for proposals for Industrial Research and Experimental Development projects in the fields of Artificial Intelligence and Robotics” – RAISE ecosystem
The EcoMonitoring project It involves, in addition to a combination of technologies such as remote sensing, AI and GIS, the use of surface aquatic drones carrying micro sentinel buoys to specific locations within the ports. A key feature of this service is its ability to collect water quality data through multiple samples per day and in the shortest possible time, so as not to disrupt port traffic.

SPOKE 6 “Innovation Plans for Micro, Small and Medium-sized Enterprises (MSMEs) promoted by the e.INS Innovation Ecosystem – Ecosystem of Innovation for Next-generation Sardinia (ECS00000038) – Spoke 6 (Digital Transformation)”
The project Hydra® HD involves the partial re-engineering of aquatic drones Hydra® and the replacement/installation of all on-board sensors to enable HD mapping.

Award of the SPRING – Smart Port MonitoRING project
SPOKE 4 “Call for proposals for industrial research and experimental development projects in the fields of Artificial Intelligence and Robotics” – RAISE ecosystem
The SPRING project (Smart Port MonitoRING) It is an automated solution for monitoring pollutant emissions from ships (Plum) and for safety surveillance in port areas: it utilises a diverse fleet of UAVs (Unmanned Aerial Vehicles) and USVs (Unmanned Surface Vessels) such as Hydra®, are measured and analysed in accordance with EU Directive 2016/802.

Award of the ALCOTRA project
Award of the first prize cross-border project “ALCOTRA: Nature and Culture for All 2”, funded by the European Union. The initiative involves collaboration between Italy and France to regenerate and enhance the scenic gems of the Ligurian Coast (Riviera dei Fiori) and the Côte d’Azur, with a view to expanding tourism and cultural opportunities in a sustainable and inclusive manner.

Award of the SEASMA – Sea Smart Monitoring project
SPOKE 8: the NBFC (National Biodiversity Future Centre) platform, led by the National Research Council (CNR), which, through its Research Valorisation Unit (UVR-CNR), leads Spoke 8: ‘Biodiversity Open Innovation and Development of KETs’
The the SeaSMA (Smart Maritime Surveillance and Monitoring) project It focuses on creating an advanced technological platform for the monitoring and protection of Marine Protected Areas (MPAs) using a combination of satellite data, surface and submersible drones (USVs and ROVs), IoT sensors (sentinel buoys and onshore control units), and Artificial Intelligence.

Award of the CaDiT – Calich Digital Twin project
SPOKE 8: the NBFC (National Biodiversity Future Centre) platform, led by the National Research Council (CNR), which, through its Research Valorisation Unit (UVR-CNR), leads Spoke 8: ‘Biodiversity Open Innovation and Development of KETs’
The CaDiT (Calich Digital Twin) project The aim is to create a high-definition (HD) digital model of the Calich Lagoon (Alghero, Sardinia). The overall objective is to provide a dynamic and integrated tool for monitoring, simulating and managing the lagoon ecosystem, supporting data-driven decision-making to promote environmental, economic and social sustainability in wetlands.

The SENSE-MAP project introduces an innovative multi-sensor monitoring framework designed for the advanced mapping of complex areas, with a primary focus on coastal areas, natural landscapes, urban systems and infrastructure.
